Cherwell District Council Community Governance Review 2017 re possible change in the number of Parish Councillors in some parishes

Cherwell District Council is carrying out a Community Governance Review. This is the process that allows the Council to make changes to parishes, such as parish boundaries and numbers of parish councillors.

Five parish councils contacted Cherwell District Council, to ask for a review of their number of parish councillors. A working group of district councillors considered the requests, and made recommendations to full Council on 17 July 2017.

Councillors agreed all of the recommendations and this is your opportunity to comment on the proposed change for Stratton Audley.

Stratton Audley Parish Council contacted Cherwell District Council in 2016 and requested that consideration be given to increasing the number of councillors for the parish from five to seven.

The reason for the request is the opportunity to attract a broader cross section of the community, reduce the amount of work each councillor undertakes by spreading the load and the fact that a larger council would also provide resilience in the event of holidays or sickness.

The last parish election for Stratton Audley was held in 2014, and there were five candidates for the five seats.

The electorate for Stratton Audley on 1 December 2016 was 349. Guidance from NALC recommends a parish council of seven where the electorate is up to 900.

On this basis, the recommendation is that the number of parish councillors be increased by two, so there would be seven parish councillors from the next scheduled election in Stratton Audley in 2018.

What happens next?

People now have the opportunity to tell the Council what they think of these recommendations.

All written or emailed responses should reach us by Friday 8 September 2017 to be taken into consideration. The online survey will close at 11:59pm on the same date.

Responses received will be considered by the working group of District Councillors, who will make a final set of recommendations that will be considered at the meeting of Full Council on Monday 16 October 2017.

Shelswell History Festival 2017 “A Celebration of our Rural Heritage”

The history of the Shelswell rural area and some of the events which have shaped it was celebrated in true traditional style over three days (7-9 July) and for those of you who missed it here are some photos which  capture a little of the atmosphere. The village history marquee was particularly fascinating and the Stratton Audley display was exemplary. Part of it is now on display in the church.

There were many interesting talks and it is to be hoped that some of these will be repeated over the coming year in local communities throughout the area.

      

 

Curbing….Oxford County Council!!!

Loose granite curbs (sorry that should be kerbs) can be a hazard on the streets anywhere but no longer in Stratton Audley.

The Parish Council identified some 15 locations around the village where granite kerbing stones between the pavement and road had come loose and promptly marked them up for attention. The next working day Oxford County Council acknowledged the work to be done and three working days later, remedial work was carried out. Even the mortar used was rapid cement! Thus showing that when it comes to kerbing (curbing) – the Parish Council and County Council working together have the right mix.

Well done by all concerned.

    

SCOTTISH & SOUTHERN SUPPLY DISRUPTION. IMPORTANT NEWS

As you will know three large generators were delivered to the village on Sunday and are currently powering all our properties. There was a short outage as the power was cut from the grid and transferred to the generators which was unavoidable.

Every property in the village should have received a letter from Scottish and Southern saying they would be carrying out essential work over five days from 10th July and ending at 4.30 on Friday 14th July (note that when they disconnect on Friday the power will again go off temporarily).

The Parish Council was not made aware of this in advance and personally, I never received a letter. Having made further enquiries it would appear that many other people were also unaware of this work, although the company say that every house was supposed to have received advanced notice.

Scottish and Southern are now verifying with the contractor who carried out the door distribution of their letter to establish exactly which properties were notified and I have asked them to supply the list to me.

If you have been affected by this situation and did not receive prior notification via letter then my advice is to phone 105 or 08000 727282 to register a complaint. If they can’t prove that your property was ticked-off as delivered, you will be eligible for compensation of £30 as set by the industry regulator, OFGEM, which you will receive in due course.

The work is essential to improve the reliability of the power supply to the area and involves upgrading equipment and putting in new poles to carry additional power lines and result in us being less isolated.

In conclusion,  it is good news if it helps to limit future power outages because previously we have been warned to expect an increasing number.

VILLAGE FUN DAY – CANCELLED

 Regrettably we have taken the decision to cancel the Village Event this coming Sunday as there are not enough people to make it viable. Apologies to those of you who did respond. Perhaps an impromptu informal get together with your children in the playground could be an alternative. As part of their streamlining operation throughout the country BT have removed the old telephone box in Cherry Street as it had not been used in some time.

      

Gardens+ Scarecrows. A winning Weekend.

Open Gardens with Scarecrows Weekend 10 & 11 June was a great success, attracting hundreds of visitors who appreciated the lovely gardens on display and had some fun identifying the characters depicted by the scarecrows dotted around the village.

10 gardens were open to the public on both days and positive feed-back was received with many visitors enjoying the wide range of small and large gardens and commenting on the very high standard of gardening seen.

The Scarecrow Competition attracted 23 entrants and 83 visitors acted as judges who returned their competition forms identifying their top three scarecrows which added to the occasion. Teas and cakes were served all afternoon in the church thanks to great support from many in the community and this considerably boosted the money taken over the weekend.

As a result almost £2,000 was raised which will be shared between the Church for on-going fabric work and the Parish Council in helping to fund a portable Vehicle Activated Speed sign to help reduce vehicle speeds leading into the village. Furthermore, £200 is to be donated to the Red Play Bus that visits the village each week as it is no longer receiving any municipal funding.

Thank you to all those who opened their gardens, the 23 scarecrows entrants, the people who made cakes and who helped serve teas during the afternoons and generally supported the weekend.

The winners of the scarecrow competition as judged by members of the public were:

1st (£25) -Rapunzel in the Tower by Jermey & Becky Adams

2nd (£15) –Percy the Park Keeper by Paddy Hall & here son

3rd  (£10) – Witch on a Bromstick by Nicky Smith c/o 17 Cavendish Place

4th  (£10) – Shoemaker Elves by the Nash twins

And although not a prize winner, highly commended is The Famous Five Catching a Bus created by the Marsh Gibbon Brownies as it was made collectively by the children and the idea and execution were excellent.

There was also a prize for a member of the public who had selected the top three in the correct order. No person managed to match the top three precisely but the closest selected the correct first, second and fourth places. So the winners of the stainless steel gardening set are Phoebe and Brian Davies who live in the district.

OPEN GARDENS + SCARECROW REVISED OPENING TIME 12 NOON – 10th & 11th June

Our very popular ‘Open Gardens’ event returns once again and this year in combination with the equally popular Scarecrow Competition. Something for all ages. From 12am to 6pm each day.

We will have up to 12 delightful gardens on show and separately a similar number of scarecrows dotted around the village. The theme for the Scarecrows is characters from children’s books.. The public entry price for the gardens is a one-off charge of £6 per adults (children under 16 free). The Scarecrows are free for all to see around the village and children will be given a form to rank the best ones and if they place them in the same order as chosen by the judges they will get a small prize.

Tickets for the Open Gardens will be available from the Church each day where a map and guide to each garden will be given out showing the location of each garden and a brief description, along with a Scarecrow ranking form.  Refreshments and cakes will also be on sale in the church during the afternoon.

All gardens are open to the public on a voluntary basis by kind permission of the owners. Please respect their wishes as you view their delightful gardens. Please keep children under control and note that regrettably no dogs are allowed in the gardens.

There is no charge to enter the Scarecrow competition but participants will need to register to be included in the competition.

 

YELLOW TRAFFIC PARKING CONES IN CHURCH STREET

THIS IS TO CLARIFY THE REASON FOR THE YELLOW TRAFFIC CONES WHICH HAVE BEEN STRATEGICALLY PLACED IN CHURCH STREET ON A SEMI PERMANENT BASIS AND ARE NOT TO BE REMOVED.

THE PARISH COUNCIL PUT A LOT OF WORK INTO ARRANGING THE REROUTING OF THE NO. 18 BUS SO THAT IT SERVED STRATTON AUDLEY DAILY FOR THE BENEFIT OF THOSE RESIDENTS WHO DO NOT HAVE ACCESS TO OTHER FORMS OF TRANSPORT.

PARKING PROBLEMS IN CHURCH STREET CAUSED THE BUS TO BE BLOCKED ON OCCASIONS LATE LAST YEAR WHICH POTENTIALLY THREATENED THE SERVICE.   AFTER DISCUSSIONS WITH THE COMPANY TO IDENTIFY THE PROBLEM AREAS NO PARKING CONES WERE PLACED AT TWO CORNER AREAS TO ASSIST EASE OF ACCESS THROUGH THE VILLAGE.

THE SET ON THE CORNER NEAR THE PUB HAS REMAINED IN PLACE AND HAS HELPED KEEP ACCESS CLEAR. HOWEVER THE SET BY THE CORNER CLOSE TO THE CHURCH HAS BEEN REMOVED ANONYMOUSLY BY SOMEONE NOW ON AT LEAST FOUR OCCASIONS, WHO PRESUMABLY DOES NOT APPRECIATE THE IMPORTANCE OF LEAVING THESE CONES IN PLACE.

THE BUS DOES HAVE DIFFICULTY SQUEEZING THROUGH THIS PART OF THE ROAD AND IT IS VERY IMPORTANT THAT WE KEEP ACCESS FREE ESPECIALLY ON DAYS WHEN THE CHURCH IS BEING USED FOR EVENTS. SO WE WOULD ASK ALL CAR OWNERS TO CONSIDER TRAFFIC CONGESTION WHEN CHOOSING WHERE TO PARK.

ANYONE WHO WISHES TO OBJECT TO THESE TRAFFIC CONES SHOULD IN THE FIRST INSTANCE CONTACT THE PARISH COUNCIL TO MAKE THEIR CASE AND DISCUSS THEIR OBJECTIONS OPENLY.

PLEASE HELP BY SUPPORTING THE EFFORTS OF THE PARISH COUNCIL TO KEEP TRAFFIC FLOWING THROUGH THE VILLAGE AT ALL TIMES. THANK YOU.
