News Update no 118, 22nd June

I am now back from my travels and able to resume sending out parish wide news updates, as and when necessary.

But first a plea from a resident to not feed their very friendly cat, George. He gets fed at home and is on special food and medication. However, he has been putting on weight when he shouldn’t and so it is thought he is being fed elsewhere by some kind person who may think he is homeless because he is naughty and acts that way!
If you can help and know anything about this please call 07852 956544.

The Red Lion
News from Dillie:
“Well, the news is that there is no news.  The big “for sale” sign outside tells you everything.  There have been a couple of viewing days when various people, including a few notable locals have attended.  Tony Jones has kindly stepped in to help following Sapphire’s departure as my schedule has been a bit bonkers of late.  We’ve changed the opening hours – they are now as follows:
Monday – Closed
Tuesday-Friday inclusive – 4pm-11pm
Saturday/Sunday – 12 noon – 11pm.
In the meantime, I am waiting for probate – then I hand the pub back to the Brewery with a grateful sob”.

The Church
This message is from Alice Goodall:

Gypsy traveller site planning application 23/01368/F
There is currently an application under consideration by Cherwell District Council to build a gypsy traveller site on land off the A4421. It is in the parish of Fringford but right on our border. The deadline for public response is 29th June, next Thursday.
This has largely gone under the radar until recently and whether you are for or against, you need to register your view directly with the planning department at CDC as this is one of the ways they determine whether it goes to a full planning committee meeting or becomes a delegated matter.
Stratton Audley Parish Council have it on the Agenda for the next meeting on 5th July and have been given an extension for an official SAPC response following this meeting.
Fringford Parish Council believe the location is not suitable and their response can be viewed on the planning portal under supporting documents/consultees. Click this link for easy access:

Bicester Motion
At the recent Parish Council meeting, a dozen or so residents attended to voice their concern about the Retrospective Planning Application (23/01085/F), applied for by Bicester Motion. In particular with regard to what this might mean for future events and activities, especially with regard to noise and other potential disruption on many more days of the year than at present.
The Parish Council was in no doubt that the application should be opposed in the strongest terms possible and the written submission has been posted on the planning portal under supporting documents/consultees or you can view it by clicking on this link: https://drive.google.com/file/d/1XvPrsNvFk_AecuR_KIiCzNRJ6CWLgZea/view?usp=sharing

Padbury Brook Solar Application reference: 22/03873/F
We understand that this application is still under consideration and CDC have asked for further investigative work to be undertaken before they make a final decision on whether to recommend the development, when it goes before the Planning Committee.

Rosemary Farmery Funeral
On Thursday 15 th June the funeral of Rosemary Farmery took place at Stratton Audley Church
Rosemary was a resident in Cavendish Place since the early seventies.
The funeral cortège followed by neighbours and friends left Rosemarys house in Cavendish Place travelled along Cherry Street turning left passing the Red Lion then arriving at the Church, with some residents standing outside their homes to pay their respects.
The church was very well attended by residents friends neighbours and others, who had either placed flowers or contributed for flowers to be placed in the church for Rosemary who did not have any immediate family.
After a lovely service by the Reverend Alice Goodall,  the cortège made its way to Banbury Crematorium for a short service.
Rosemarys ashes will be interred in Stratton Audley Churchyard at later date.

Her funeral will take place on Thursday 15th June at 11.30 am at Stratton Audley Church, followed by Banbury Crematorium at 1 pm.

The Pub
Dillie says….
As I write this, I have no news yet of when I shall be handing the pub back but it’s only Tuesday and who knows what might happen between now and John Honsinger sending out the newsletter.  As I have told everyone, I sign a Deed of Surrender when we get probate which I understood to be imminent.  However, in an email exchange with my own lawyer, she said the following:  “As to the timing of the probate registry, they extended the wait time a while ago to 16 weeks, and our longest wait has been 8 months.  They are a shower, who together with every other government agency, have never recovered from lockdown.

This of course means you might have me as a landlady for a while yet.

So here is the news that I DO have.
Jonesy’s Happy Hour – actually, a blissful three hours – is scheduled for every Friday between 4pm and 7pm.  All beer will be £4 per pint and all spirits will be £3.
Quiz night is DEFINITELY this coming Thursday 25th.  It has a regal theme.
An excellent suggestion came in from lovely Abbey – an informal BOOT SALE!  Weather permitting, we will hold it in the beer garden on Monday 29th – that’s the weekend of the Bank Holiday.  If the weather is unkind to us, we’ll hold the boot sale in the Function Room.   Please bring along your best bricabrac etc.  We will end the afternoon at 5pm with an auction so if you don’t want to take stuff back home with you, we will auction it.  I will also be auctioning stuff from the pub that might be of interest.
The pub will be closed as usual on the Tuesday after the bank holiday.
And that’s as much as I can tell you”.

Annual Parish Open Meeting
The Annual Meeting of the Parish of Stratton Audley was held at the church on Wednesday 19th April 2023 at 7.00pm. There was a good turn-out and everyone had a chance to participate in the wide-ranging discussions. Barry Wood spoke on behalf  of Cherwell District Council.  Minutes of the meeting have now been posted on the parish website and placed on the notice board in Church Street.

Wildlife Workshop in Stratton Audley Churchyard
An open workshop for people of all ages exploring the flora and fauna of the churchyard was held on Saturday 29th April. The event was arrange by Kathryn Walker as a result of discussions with EWR and then organised by Alice and church warden Sarah Noujain. A large number of the community turned up including many children and the workshop was led by Stephen Nisbet, a Chartered Ecologist.
Insect hotels haver also been donated by East West Rail and will be  located in the churchyard, the Pound and the Manor grounds.

Bicester Motion
As you know from a previous newsletter Bicester Motion have submitted a retrospective planning Application (23/01085/F), which in their words ” effectively requests a regularisation of our existing activities but does not represent a material change”. The Parish Council and a number of residents have expressed serious concerns and have already been in touch with the chief planning officer at CDC charged with looking at this. As a result the PC has arranged to meet with BM management to clarify positions on both sides and in attendance will be a representative of the village Paul Rushworth (not on the  PC), our new district councillor Nigel Simpson, in addition to John Edwards and myself.
Bicester Motion also wish to talk about their latest ideas for the Wilderness Quarter and we will seek to understand the finalised conditions that apply to the Experience Quarter.
Our biggest concerns are noise impact and number of events followed by traffic volumes and public access.Padbury Brook Solar Planning Application (22/03873/F) Update
The application remains open until 16th June 2023. If you still haven’t commented and want to,  the quickest way is to send your comments by email to: rebekah.morgan@cherwell-dc.gov.uk
To review the application use this link:
https://planningregister.cherwell.gov.uk/Planning/Display/22/03873/FThe Parish Council has recently been informed that The Future of Oxfordshire Partnership have, in conjunction with OCC agreed to create a Local Area Energy Plan.
Full officer’s report here: http://democratic.whitehorsedc.gov.uk/documents/s57910/Item%205.%20FOP_NetZeroActionPlan_cover_23022023kj%20Final.pdfThe CPRE has confirmed this and understands that although it is still early days with a number bodies involved, the overall authority is OCC. They believe that the development of a LAEP is a major opportunity to produce a robust spatial plan for renewable energy across the county, prioritising solar on rooftops and brownfield sites and empowering local communities.
Stratton Audley Parish Council has written to the planning officer asking for the decision on the Padbury site to be put on hold until the LAEP is developed, at which point it and the plethora of other solar sites in Oxfordshire currently being put forward can be consider in the round.

Coronation Street Party

What a wonderful weekend, and what a great day was held on Sunday 7th when we closed off Church Street and enjoyed a right royal knees up, with families and their friends celebrating in style. I won’t go on too long but we were blessed with the weather, cloudy to start and then full sunshine later on.
For those that were there (thought to number some 200 with some comings and goings), you know how good the day was, but for those who could not attend due to illness or other commitments, please see and share in the photos and one brief video via the following links

The Hog Roast provided by Fergie was one of the best and larger than we had expected, so he managed to serve up 160 baps. The 50 veggie burgers were also given a green tick by a number of people. Thanks to those who volunteered to cook the burgers and of course to Fergie, the man to go to for your next hog roast.

Thanks also to all the helpers who turned up first thing in the morning and made the task of getting everything ready so easy and enjoyable. Incidentally some of you may have seen bikers going through whilst we were assembling things and I have a received a written apology for a biker group in Bicester for any nuisance caused and for not bothering to take the diversion route!

Angie’s Coronation Cake was an incredibly light sponge on the inside with delicious icing and a detailed King Charles work of art on top. Thank you also to Mrs Gosling who paid for the ingredients.

Perhaps the stars of the day were the children who paraded up and down as Kings & Queens, made their bows and curtsies and later joined in the dancing. Well done Maggie for thinking of it and Sophie who executed it. In the background Sophie organised children’s activities in the annexe to the pub which was much appreciated by families with small children.

King Charles commemorative coins were given out to all children under 15 who were present and these were a gift organised by the Parish Council. If your child did not get one please let me or Anthony know ( flack.wine_train@btinternet.com ). Equally for those of you who weren’t present and would like a coin for your child, please get in touch as we will order a few more.

As usual Mike Gore’s band of merry men were a great hit, this time attending as the Monarchs and with guest singers Simeon Goss and Marcelle Walker, they set the place alight.

Finally there were the teas and numerous cakes that were provided by Maggie and other ladies in the village, all beautifully laid out in the road outside the church. This was followed by a brief Coronation Service in the church which was well attended.

Thanks again to all the helpers who cleared up. During the afternoon many people came up to me and said how much they appreciate events of this type and committed to be part of them in the future. It is heartening for those who have organised activities in the village over the years, to know that there are many more ready to step in and keep the spirit of community alive through social gatherings

For the record the whole event cost the Parish Council the following:

Road closure  Nil ( normally £90) waived by CDC and paid for by Central Government;
Hog Roast, burgers, band, equipment hire, commemorative coins, prizes and various other small misc items £1200. We also obtained a grant from Government of £400 (thank you Kathryn Walker) so our net expenditure when it appears in the accounts will show a cost of circa £800.

Coronation Street Party, Sunday 7th May

Stratton Audley ‘Picnic-in-the Street’ Party – Sunday 7th May

The Parish Council is working closely with the Red Lion, Maggie, Sophie and others and is delighted to report that everything is coming together to make the street party on Sunday the 7th May a celebration to remember.

A number of people have already volunteered to help on the day but more are welcome on the morning. We will be setting up from 9am outside the Red Lion, collecting and putting up the marquee, tables, chairs and bunting. So if you want to help and have not already done so, please do get in-touch.

The Hog Roast is free for all to share and a vegetarian burger alternative will also be available on a separate barbecue. Everyone is encouraged to bring whatever food and drink just like you would to a picnic. The pub will be open for drinks including offering pitchers of Pimms for just £13, down from the usual £17.00!

As with the Queen’s Platinum Jubilee last year, if  you want to bring your own gazebo chairs and tables there will be room for you to set up in the street. Decorating your table and dressing-up yourself is to be encouraged.

A big shout-out for all the children in the community to dress up as Kings & Queen’s and enter the pageant parade where there will be prizes!

Sophie Nelson is organising some great children’s activities in the function room of the Red Lion form 12.30 onwards.

Angie Miles has very generously  baked a Coronation cake fit for a king and this will be available for all to share after the first live music session.

There will be piped music from the start and joining the Monarchs live band for a couple of songs during the afternoon will be a guest appearance from Simeon Goss!

Teas and cake organised by Maggie Woodward will be on offer at the church for those wishing to take it easier later in the day, all made by your neighbours.

And to end the day there will be a short celebratory Coronation service with some popular hymns for all to sing.

Here is the planned running order for the day:

With two Bank Holidays coming up, it’s time for some great celebrations!

In the Churchyard tomorrow
The following is from Becky:
“This week we have been marking ‘Love your Burial Ground Week’ in the Shelswell Benefice. Tomorrow morning we have a Wildlife Workshop in Stratton Audley Churchyard from 10am – 12 noon. And on Sunday a special service in Fringford Churchyard at 10.45am (in church if wet) focusing on these special places.

Wildlife Workshop in Stratton Audley Churchyard
Tomorrow – Saturday 29th April (10am-12 noon)
An open workshop for people of all ages exploring the flora and fauna of the churchyard. The workshop will be led by Stephen Nisbet, a Chartered Ecologist with 9 years’ experience in the Ecology sector. Stephen will be staking out some suitable spots in the churchyard with wildlife cameras in advance of the event and bringing the footage with him, so that we can see what nocturnal wildlife there is, and he will be laying out some reptile mats in sunny spots to hopefully attract any amphibians, reptiles and interesting invertebrates for us to see.  He will be taking these away with him after the event but will be leaving us with a bug hotel.
What you need to bring:

  • weather-appropriate clothing and footwear
  • binoculars, hand lenses or magnifying glasses, if you have them.

We will provide:

  • Hot drinks and maybe even a bacon roll or pain au chocolat

There is no charge for this event – it would be helpful if you can let Alice know that you plan to come by emailing alicegoodall313@gmail.com or phoning 01280 848192 so she gets enough bacon in, but if you forget, just turn up.

What’s happening at the Red Lion
Pub news from Dillie:
“The Big Weekend looms!
Friday May 5th – the KING IS DEAD, LONG LIVE THE KING!  In my estimation, John O’Neill was the King of Stratton Audley and it is fitting that his birthday is the day before the new King’s Coronation.  We are having a damn good hooley to celebrate his life.  An Irish band (Black Velvet Band) will be playing from 7 pm onwards, there may be speeches, I can guarantee nothing apart from a great celebration of a great man.

Saturday May 6th – as before, we invite the village to come and watch the ceremony with us from just before 11am.  I haven’t discussed it with the staff yet but we will open in time for people to get comfortable!
May 6th at 7pm (ish) – special Coronation Quiz!

Sunday May 7th – see John Honsinger’s separate excellent diary of the day’s events!

Many apologies, but we have now discontinued serving food and will not be resuming before I leave.

Also, as I am sadly now running down stocks prior to handing the pub back to Stonegate, some of our prices have got cheaper.  Order a double of any spirit or cocktail for just £1 extra.  And on Coronation Day and Street Celebration day (6th & 7th) we will be offering pitchers of Pimms for just £13, down from the usual £17.00″.

Padbury Brook Solar Farm Planning Application (22/03873/F) Update
We have been informed  that JBM have asked for a slight delay and the planning officer say she has agreed an extension of time until 16th June 2023 to allow them to carry out some archaeological work and submit responses to technical consultees. You may see some work being carried out on the site.
So the planning officer has confirmed that she is still accepting comments from the public and the quickest way is to send your comments by email to: rebekah.morgan@cherwell-dc.gov.uk
To review the application use this link:
https://planningregister.cherwell.gov.uk/Planning/Display/22/03873/F
The planning officer has reassured me that they will make a decision based on an assessment of the application in accordance with the Cherwell Development Plan and any other material considerations. This will include consideration of consultation responses and comments from third parties. She has not yet reached any conclusions on a likely recommendation, and the issue of agricultural land quality will be looked at very closely.

Bicester Motion Experience Quarter Conditons
Things have now progressed with the Bicester Motion Experience Quarter application. The applicant and Oxfordshire County Council have finalised and signed the Section 106 agreement. A copy has been posted on the planning  portal (21/01224/OUT)
From a village point of view the critical aspects are access rights/paths/cycleways, and noise impacts.
A condition was included at the request of OCC to specifically capture the issue of ensuring appropriate linkages are in place where there are existing public rights of way. At the Reserved Matters stage, full details of the layout will be submitted for consideration including internal layout of all roads, paths etc.. including cycle access provision within the site.
Reserved Matters applications are consulted upon in the same way as a full application, so the Parish Council and local residents will be consulted, although Discharge of Conditions applications (to agree details required by conditions) are not normally consulted upon widely, but where there are concerns we can feed these back through our ward councillors.
The requirement for a noise report is a condition, and can be submitted as a discharge of conditions application separate to the Reserved Matters. So we will need to monitor this carefully as noise and air born pollution is a particular concern for residents  on the south to south east side of the village.
The next stage will be for the applicant to submit reserved matters applications which will include full details of the appearance, landscaping, layout and scale.

Pub news from Dillie:
“Hello to all villagers and members of the community.  I have secured an agreement with Stonegate, who own the pub, that I will be signing a Deed of Surrender and handing back the keys when we finally get Probate on John’s Estate.  All being well, this should happen in about 2 months time.  After that, they may put the pub in the hands of a manager while they put it on sale.
So I will definitely be in situ for the Coronation and we are planning a Very Big Weekend.   More of which later.
Meanwhile, Lorraine’s excellent Sunday lunches will be held as usual.  We have discontinued Friday fish night as we are running down food stocks, but the pensioner’s Wednesday lunches are going very well indeed.  Do remember that bookings need to be made by Tuesday – this is to avoid us being stuck with leftovers!
So here are some of the details of the Coronation weekend – which also involves a celebration of John O’Neill’s birthday the day before.  Please do get in touch with either John Honsinger, me or Maggie Woodward if you have fun ideas for the Sunday in particular.   Remember – this is only an outline so far.   And anyone who fancies volunteering (putting up bunting etc) do get in contact!

Friday 5th May
THE KING IS DEAD, LONG LIVE THE KING!  John was a big presence in the village (and in the pub) so we are celebrating his birthday the night before the new King’s coronation. Details of the hooley will emerge next week.  7pm onwards.

Saturday 6th May
The Coronation.  Timings of the ceremony have as yet not been announced, but we know we are putting up a marquee in the pub garden with a big television, so folk can watch and admire together.  Depending on how early the proceedings start, we will be serving modestly priced breakfast baps, followed by little filled rolls as the day goes on.  There will be a special Coronation Quiz at 7pm with prizes.

Sunday May 7th
The  street will be closed for the day from the Manor gates to the junction with the Bicester Road.  Festivities will be starting at around 1pm and the Parish Council are funding the cost of Hog Roast, so there will be no roast dinners in the pub that day.  Fergie’s Hog Roast is sublime, please come along and partake, and bring anything else you might want.

Although some seating/tables will be provided for those less able, do feel free to bring your own table/chairs and gazebos! The Parish Council is also funding Mike Gore’s 60’s Revival band who will play from around 2pm for two sessions of 45minutes.

During the afternoon some children’s activities will be organised and there will be a children’s pageant organised by Maggie.  The PC have purchased a commemorative coin for all children under 15 who are in attendance or living in the village, and these will be given out during the afternoon or distributed afterwards.

From 4pm there will be tea and cakes for seniors in the  church.

A church service will be held at 6pm.”

The Kings Coronation Party in More Detail
As per Dillie’s write-up above, the Parish Council is working closely with the Red Lion and Maggie who is organising several children’s activities (with help from Sophie) for the street party on Sunday 7th May.
A number of people have already volunteered to help on the day but more are welcome. We will be setting up from 9am outside the Red Lion, collecting and putting up the marquee, tables, chairs and bunting. So if you have not already done so, please do get in-touch.
The Hog Roast is free for all to share and a vegetarian burger alternative will also be available. Everyone is encouraged to bring whatever food and drink they may require such as salads and sweets. As with the Queen’s Platinum Jubilee last years, if  you want to bring your own gazebo chairs and tables there will be room for you to set up in the street. Decorating your table and dressing up yourself is to be encouraged.
Maggie is organising a children’s street pageant, so parents get working on your ideas for custom-made costumes. There will be prizes!
Finally Angie Miles has very generously volunteered to back a Coronation cake.

Summary of the proposed outline schedule

This will include consideration of consultation responses and comments from third parties. She has not yet reached any conclusions on a likely recommendation, and the issue of agricultural land quality will be looked at very closely.
With regards to public comments, the key consideration is the material planning aspects that they raise in order to ensure these have been fully considered. Planning policy does not dictate that applications should be approved/refused based on any set level of comments, so the level of response is not a key determining factor. However they do make committee members aware of the number of responses so they have an understanding of the level of interest in an application they are considering. Hence why it is important to write in if you have a point of view.
Lastly, comments on social media platforms are not monitored or considered by the Council so comments posted and deleted on Facebook have to influence.

East West Rail Reparations
The current emergency repairs to the ‘no name road’ that runs from the A4421 junction to Poundon, should now be complete. It is now confirmed that the permanent repairs will be carried out at the same time as the majority of the ‘passing bays’ are removed, as promised, and this is likely to be in September/October 2023 when the EWR traffic has ceased completely.
They will not be resurfacing the entire length of road but they are committed to some extensive areas of re-surfacing and re-structuring where required. This will include a full restoration of the damaged verges which essential and they are aware of how importan this aspect of the reparations is to local residents.

New 20MPH speed limit in Village

This week the village is transitioning to a 20 mph zone. Most of the new signage is now up in the village.

As you will know from previous bulletins following the village survey carried out last year, a significant majority of those who responded were in favour of introducing a 20 MPH limit and as a result the village applied to join the OCC initiative to convert all villages in Oxfordshire to the new speed.  We were placed in the first batch and a consultation took place which ended on 20 January 2023.

The speed at which this has been introduced is commendable although the Parish Council were not informed it was happening today! So please bear with it and accept that during the transition there is bound to be a little confusion. It will require the painted ’30 MPH’ signage on the roads to be chanced and we are waiting for confirmation as to when this work will be carried out. The vehicle activated signs will also need to be reset to the new limit.

Clearly during this period, the new speed restriction cannot be enforced, but once there is no conflicting signage the new speed limit will apply and can be enforced by the law. The actual order issued by Oxford County Council is reproduced below:

The official Notice states:

OXFORDSHIRE COUNTY COUNCIL
(STRATTON AUDLEY PARISH) (20 MPH SPEED LIMIT) ORDER 20**

The Oxfordshire County Council (“the Council) in exercise of its powers under Sections 82, 83 & 84 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers and after consultation with the chief officer of police in accordance with Part III of Schedule 9 to the Act, hereby make the following Order.

  1. This Order may be cited as the Oxfordshire County Council (Stratton Audley Parish) (20 Mph Speed Limit) Order 20** and shall come into force on the ………. day of …………….. 20**.
  2. No person shall drive any vehicle at a speed in excess of 20 miles per hour in any of the roads specified in the schedule to this order.
  3. No speed limit imposed by this Order applies to a vehicle falling within Regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011, being a vehicle used for naval, military or air force purposes, when used in accordance with regulation 3(5) of those regulations.
  4. The Oxfordshire County Council (Stratton Audley Parish) (Restricted Roads) Order 2003 is hereby revoked.

East West Rail Road Closures
You will have received a letter through your door about the closure next week and the week after of the road that officially has no name, but runs from the junction with the A4421 passed Stratton Park towards Poundon.
East West Rail will be carrying out minor repair works to the road, which  has been damaged over the last few years by all the lorries accessing their compound at Poundon.
The first closure is from the junction with the A4421 to the cross roads with Mill Road, and runs from Thursday 23 March to Friday 31 March.
The second closure is from the cross roads with Mill Road up to Godington and is scheduled for Monday 27 March through to Friday 31 March.

Stratton Audley Local History Society ‘Open’ Meeting this Sunday
A reminder that a meeting of the above society has been arranged for this Sunday March 19th at 3pm in Stratton Audley Church.   This will be an “Open Meeting” to which any villagers who would like to know more about the history of the village are invited to attend.
The society started in 2005 and has undertaken research into many aspects of the history of this location and has also undertaken many visits to local areas of historic interest.   However it is possible that newer members of the community would like to know more about this area, particularly as activities were unable to continue as a result of the lockdown 3 years ago.   For all people attending there will be an opportunity to learn more about (or refresh your memory about):
the time-line of the village from the time of Wigod of Wallingford (prior to the Norman Conquest);
the many Lords of the Manor on that time-line, some more notorious than others;
the effects of the Civil War on the village, with a Civil War cannonball available for inspection;
George Washington’s antecedents having come from the Audley’s of Stratton Audley;
photographs of the village from 1900/30;
information on the second World War, SOE, listening stations in this area.

Padbury Brook Solar Farm Planning Application 22/03873/F
Although the official deadline for public comments has passed  a few people have asked if their views will still be accepted and the answer is yes. The quickest way is to send your comments to the planning officer by email: rebekah.morgan@cherwell-dc.gov.uk

To view the application use this link:
https://planningregister.cherwell.gov.uk/Planning/Display/22/03873/F
Once there, click on ‘Supporting Documents’ to see all the documents and towards the bottom, comments from members of the public including that of the Parish Council and the Community at Godington (who are 100% apposed to it).
There are some 80+ comments from members of the public, the vast majority being against the development. Of those in favour, only a handful of people live in the village/community and all the others are using an identical template with only a name change and all these people live elsewhere and have been asked to support it. The planning officer has acknowledge that she is aware of this situation.

Kings Coronation Street Party Sunday 7th May
The Parish Council considered the matter of holding a major street party at their meeting on 3rd March but due to uncertainty as to how many residents might participate it was decided that a more limited event should take place.
There Chairman advised that he had an initial discussion with the Red Lion to centre the event at the pub. An application has been made to have the street closed to enable the village marque to be erected and everyone will be welcome to attend and use the road to set up chairs and tables. The PC is investigating a band to play at some point during the afternoon and the Red Lion will be organising a number of things as outline below.
We know that there will be many people on the day to help but thank you in advance to those who have already volunteered.

News From the Red Lion
The Following is from Dillie:
“Tuesdays – we have been opening a little later – 3pm – on Tuesdays, and we’ll keep this going now.
Wednesdays – our seniors £10 coffee and lunch offer is going very well – advance booking only – bookings by Monday please.
Fridays – fish as usual.
Sunday roasts as always. Mothers’ Day is very heavily booked, I’m happy to say!
The Coronation… we’re planning to form a committee at the pub as that’s where the festivities will be concentrated.  Please let us know if you would like to help, even if it’s only putting up the bunting.  It will be a three day celebration and the Parish Council will arrange to close the road.
May 5th – John O’Neill’s birthday. The King is dead, long live the King.  We’d love it if people came down and joined us for a drink in the evening as this will be a sad day for us and we will need cheering up.
May 6th – The actual Coronation.  We’re arranging to get a marquee and a big television in the garden.  There will be a special Coronation quiz early in the evening.
May 7th – the celebration.  This is when the King would like us to have our parties, so I’m thinking about having a hog roast in the garden.  It would be a real help if people could let us know if this appeals to them”.

Parish Council Response to Padbury Brook Solar Farm Planning Application 22/03873/F
The Parish Council has submitted its formal objection to Cherwell District Council and this will in due course be posted on their website. To view it now click on this link
https://drive.google.com/file/d/18vyM5kxhmCD_rHZdIr-TGR-Z0VjTPGh0/view?usp=sharing

Having looked at the comments posted as of today I am encouraged to see that the number has shot up over the last week from a mere 20 to over 70 individual comments. The vast majority of the more recent ones are against the development (48) and demonstrate that people have put thought into their responses. On the other hand whilst there are some 23 in favour, only three of these are from residents. The others are all identical copies of each other with only a name change and none of the people including the two from the owner of the land,  live in the Parish.

I believe this level of reaction by the community substantiates the PC view that whilst we all are in favour of new forms of energy such as solar, for a multitude of reasons headed up by the fact that this is arable land that will be taken out of use for generations to come, the use of the designated fields is totally inappropriate.

Whilst the time for leaving comments on the site has now passed, we understand the planning officer shown on the portal will continue to accept comments by email: rebekah.morgan@cherwell-dc.gov.uk

Separately, as you know Ronan Goss has been carrying out an independent survey for his university dissertation and this will be published in due course. However the top line is that out of 70 respondents, 50% were against and 36% in favour with 20% being niether. When probed as to whether they had changed their mind over the course of the consultation more had switch from being in favour to opposing it.

Kings Coronation Street Party Sunday 7th May
Only a few people have come forward to express interest in holding a street party and helping to organise it. We know that many people will help on the day but can’t commit right now and it also seems that others are away on holiday or have made separate arrangements for the weekend.
It has therefore been agreed to plan for a smaller gathering centred around the pub, where residents can congregate and bring their own food and other items. We are exploring the idea of some live music and a PC contribution to fund some of this. Closer to time it will be clearer as to the level of interest. Thank you to those of you who have shown interest and offered to help.

News From the Red Lion
The Following is from Dillie:
“As many of you may already know, I’m going to be giving back the keys of the pub as soon as John’s Probate is granted.  It’s been fun, but I didn’t ever plan to start a brand new career at the age of 70!  So I have to run down the food stocks as much as possible, and therefore I must ask you all to book ahead where possible.  01869-277225

SUNDAY LUNCH as usual.
MOTHER’S DAY – Sunday roast with yummy puddings and a glass of Prosecco.
WEDNESDAY LUNCH – to minimise waste, I’ll be charging £10 for coffee morning and lunch, but only for those who book ahead.  Otherwise, £2.50 for coffee morning only. lunch as usual”.

Stratton Audley Local History Society
A meeting of the above society has been arranged for Sunday March 19th at 3pm in Stratton Audley Church.

George Washington’s antecedents having come from the Audley’s of Stratton Audley,
photographs of the village from 1900/30,
information on the second World War, SOE, listening stations in this area.
There will also be an opportunity to review the display boards which were used at the Shelswell History Festival, the “ pop-up” model of the Church and a model of the castle of the 12th/13th century, the foundations and moat of which can still be seen in the field beyond the Pound.
Although the date chosen is Mothering Sunday it is possible that younger villagers would relish seeing this before enjoying a slap-up meal with their parents/grandparents.

Fish & Chips Van in the village on Saturdays
For those new in the community, a Howe’s Fish and Chip van comes to the village every Saturday lunchtime from 1.30pm to 2pm. You will hear a bell (like a school bell) and his first stop is in Cherry Street. He then drives along Cavendish Place and stops again at the junction with Mill Road.

Village Improvement Ideas
An enquiry was made recently as to whether there was anything left in the village improvement fund that was created out of the Street Festivals in 2016 and 2018. When the last analysis was made available in 2019 there was some £1600 remaining, although this figure was depleted further and as a result the Parish Council agreed to allocate a further £5000 to this fund. Please see the latest PC Minutes for further information.

At every Annual Meeting of the Parish, people are reminded to come forward with ideas, hopefully ones that they can help implement, whether it is for something physical to improve the look of the village, organising an event  or the setting up of a service for residents. All you have to do is attend a Parish Council meeting and put forward your idea.

Historical Village Information on Display in the Church
The following information has been kindly provided by Dorothy Howarth:
“The Shelswell History Festival in July took as its theme Trade and Transport and, although this seemed to have little to do with this village, the Local History Group produced information about the blacksmiths which were in Cherry Street (named after the blacksmith’s family) the start of the postal service in this area (which was down to the Stevens family) and the existence of 33 lacemakers in the village in 1851, at a time when there were “12 Paupers receiving Parish Relief” – which is probably not unrelated.
In terms of “Transport”, Stratton Audley is somewhat unique in being shown on a map of England of around 1690, amidst mainly large towns and cities, and it is believed that this may have been due to the existence of the Manor House where there could have been accommodation.   This map is the first of the whole country and is based on the strip-maps of John Ogilby and, without a map such as this, it would be difficult to think in terms of “transport”, hence a tenuous link to the festival’s theme.
More information on these topics and the amazing life of John Ogilby are to be seen on the display boards which were used for the Festival and are still on display in the Church.   It had been intended to take them down and put them into storage but the Church Warden is of the opinion that many people have taken an interest in them and suggested that they should be left on display for a little longer.   If you know of someone who would be interested please let them know before they are put back into storage.”
